Not sure you are in Hendon? Check your area

Yes, we cover Hendon. It has two conservation areas, Hendon Church End and Hendon The Burroughs, and the only Article 4 direction names its houses one by one: 1 to 8 Burroughs Gardens and 63 to 77 (odd) The Burroughs. No other conservation area on Barnet's register is in Hendon or West Hendon. Inside either area the conservation area rule applies, which means a heat pump may not go on a wall or roof that fronts a highway. The lists Barnet publishes for the Article 4 direction do not name air source heat pumps, which is the class a reversible air conditioner falls under. Much of Hendon is flats: 3,686 of 8,270 households in Hendon ward and 2,633 of 6,457 in West Hendon live in purpose built blocks, where the freeholder decides first. We check your address against Barnet's boundaries at the free survey.

Wall mounted systems start from £1,995 fully installed, and the price does not change with the postcode.

Two conservation areas, and a direction that lists its houses

Barnet's register holds sixteen conservation areas and two of them are in Hendon, both designated on 27 July 1983. West Hendon has none. Only The Burroughs has an Article 4 direction, and Barnet's 2012 appraisal says it covers 1 to 8 Burroughs Gardens and 63 to 77 (odd) The Burroughs, not the whole area.

The two areas side by side

Both are in Hendon ward, both are in NW4, and Barnet dated an appraisal for each on 16 November 2012.

Hendon The Burroughs27 July 1983Yes, named houses only, made 1987Twelve, all grade II

From Barnet's conservation area and Article 4 registers and the two 2012 character appraisals. The listed building counts are the appraisals' own, as at 2012. The Burroughs appraisal also places Hendon's Town Hall and Public Library, which it counts among several significant listed buildings, just outside the area to the north.

What the Article 4 direction does and does not say

The Burroughs appraisal says the direction was made in 1987, after designation in 1983. The restrictions it lists include windows, doors and roofing materials, roof extensions, porches, extensions, outbuildings, hardstandings, oil tanks, gates and walls, and painting of external walls.

In 2012 Barnet said it would update the direction and listed the classes it wanted. They include chimneys and flues, microwave antenna, CCTV, solar panels, ground source and water source heat pumps, and biomass and combined heat and power flues. They do not name air source heat pumps, the class a reversible air conditioner comes under.

One caution: the copy of the 2012 direction on Barnet's open data site is unsigned, with the date and seal left blank, so we cannot say it was made. Barnet's register dates the direction 21 July 1987, and your house number is the thing to confirm with Barnet.

What the housing actually is

Households by accommodation type at the 2021 Census for the two wards that cover Hendon. West Hendon ward appears under both NW4 and NW9 in the ONS based postcode lookup, so the district alone will not tell you the ward.

Of the remaining households, 1,104 in Hendon and 860 in West Hendon are in converted or shared houses, and the rest are in commercial buildings, other converted buildings or temporary structures.

What applies to you

A house on the Article 4 schedule

That means 1 to 8 Burroughs Gardens or 63 to 77 (odd) The Burroughs. Barnet's direction applies and so does the conservation area rule, so the condenser goes at the back, not on a wall that fronts the road. Ask Barnet to confirm your address is on the schedule.

Elsewhere inside Church End or The Burroughs

No Article 4 direction is on Barnet's register for Church End, or for the rest of The Burroughs. The conservation area rule still bars a unit on a wall or roof that fronts a highway, or nearer the road than the house. If the building is listed, permitted development does not apply at all.

A house anywhere else in Hendon or West Hendon

No conservation area on Barnet's register covers you. A standard wall mounted install is permitted development subject to the national limits, with the condenser on a side or rear elevation and the pipe run inside three metres.

A flat, old or new

The freeholder's written consent comes first. The GLA's Brent Cross Cricklewood Opportunity Area takes in West Hendon and has capacity for 9,500 homes by 2041, with 777 completed since 2019 and a pipeline of 6,700, so ask the managing agent where units may go.

A business

Permitted development for air source heat pumps covers dwellinghouses and blocks of flats, not commercial premises, so an application to Barnet is likely. Our commercial page covers how we handle those.
