Two completely different housing markets share one name here, and they get two completely different answers.

Air conditioning in Wembley
It depends which Wembley you are in, and the gap is wider here than anywhere else we work. North of the stadium, Wembley is 1920s and 1930s Metro-land: two storey detached and semi detached houses where an install is as ordinary as it gets. Around Wembley Park it is one of the densest new build areas in the country, and at the 2021 Census 2,653 of the 2,669 households in Wembley Park ward were flats. Many of those are build to rent apartments under single ownership and single management, where the building decides what goes on its external walls and a resident usually cannot have a unit fitted at all. If you are in a managed block, ask the building before you ask us. If you are in a house, it is a normal job.

Wembley is not one place
Brent's own Local Plan describes the split better than we could. It says the north of the area is predominantly Metroland suburban residential, comprising the 1920s and 1930s detached and semi detached houses of the Barn Hill conservation area and the later Chalkhill estate, while the area east of Empire Way is very different: historically industrial land around the stadium, now a high density mixed use neighbourhood of contemporary tall buildings.
Those two descriptions are about a mile apart and they need opposite advice. Almost everything that decides an air conditioning install here follows from which of the two you are in.
If you rent in a Wembley Park apartment, start with the building
Wembley Park is the largest single build to rent development in the UK, with around 6,000 homes completed by its developer as of September 2025. Build to rent is defined in planning policy by unified ownership, unified management and on site management, which means the block is under one landlord and one managing operator. In practice residents there do not control the external envelope of the building and usually cannot have an outdoor unit fitted. We would rather tell you that now than survey a flat that was never going to be possible. Ask your building manager first; if they say yes, we will happily quote.
The scale of what has been built
Wembley is designated as an Opportunity Area in the London Plan and as Brent's largest Growth Area. The council's target is over 15,000 new homes, delivered principally at Wembley Park, and the policy explicitly endorses tall buildings inside the Growth Area while restricting them outside it.
That matters for a practical reason. A high proportion of the homes in central Wembley are recent, purpose built, professionally managed and constructed with their own ventilation and cooling strategies already designed in. Retrofitting a split system into a building like that is frequently not permitted, and where it is, the position is dictated by the building rather than chosen.
What the housing actually looks like, ward by ward

Thousands of homes have completed at Wembley Park since that date, so the imbalance there is if anything larger now. There is no official ONS geography called Wembley, so these are named wards rather than a single Wembley figure.
The north: ordinary Metro-land, with one catch
In Preston, Tokyngton, Barnhill and the streets around Barn Hill, Wembley is the same interwar suburb as the rest of our patch: a side or rear elevation for the condenser, a pipe run inside three metres, a day's work.
The catch is Barn Hill itself. It is a 1920s mock Tudor development designed and built from 1926 on the back of the British Empire Exhibition, it is a conservation area, and every one of Brent's residential conservation areas is covered by an Article 4 direction. Where one applies, permission is needed for work that would otherwise be automatic. Barn Hill sits directly north of Wembley Park station, so it is easy to be in it without realising.
Lawns Court, on The Avenue between Preston and Wembley Park, is the other local designation. It is six blocks of 1930s Moderne flats, and Brent notes it has no Article 4 direction precisely because apartments do not benefit from permitted development rights in the first place.
How to tell which answer applies to you
You own a house in Wembley
Standard install, subject to the usual permitted development limits. Check whether you are inside the Barn Hill conservation area first, because if you are, the outdoor unit cannot go on a wall or roof fronting a highway and an Article 4 direction applies on top.
You own a leasehold flat
You need the freeholder's written consent regardless of planning, and the permitted development limit for an outdoor unit on a block of flats is tighter than on a house. Worth asking the managing agent before anything else.
You rent in a managed or build to rent block
Almost certainly not possible without the operator's agreement, and in most of the Wembley Park buildings the answer is no. Ask them directly. If they permit it, we will quote like any other job.
You are a business in the town centre
Different rules entirely. Permitted development for air source heat pumps covers dwellinghouses and blocks of flats, so a commercial installation is likely to need a planning application to Brent. Our commercial page covers how we handle those.
Checking your own address
Brent publishes an interactive policies map and asks residents to use it to check conservation area status: enter the address, click the pin, and it shows the relevant policies. That is the quickest way to settle the question before anyone visits.
Worth noting that two conservation areas often assumed to be Wembley, Sudbury Court and Northwick Circle, are actually in Kenton ward rather than Wembley. If you are between the two, the map will tell you which you are in.
